Title 24 explained

 

What is Title 24 and how does it affect me?

 

     The California Building Standard Commission was established in 1977 and created the California Building Standards Code to ensure that building construction and alterations can attain a minimum level of energy efficiency. Title 24 of that code refers to the Building Energy Efficiency Standards and requires a valid construction permit to be created by your City or County building department before the erection, construction, reconstruction, installation, relocation, or alteration of any mechanical system.

     Projects requiring permits include, but are not limited to, new HVAC Installation, HVAC changeout, replacement of furnace, coil, FAU, or condenser, relocation of an existing HVAC unit, and adding or replacing more than 40 feet of ducting in an unconditioned space. Title 24 part 6 requires a third party to complete an inspection and to verify the energy conservation measures by using the Home Energy Rating System, also known as HERS. The energy ratings provided to you by the HERS rater ensures that California homeowners and potential home buyers are getting useful and accurate information about the energy efficiency of their homes or possible future homes.

     

     The HERS verification testing includes several different tests that need to take place in order to have all the correct information presented. The testing includes, duct testing, blower door testing, quality insulation inspection, cooling coil airflow, fan watt draw, and a refrigeration charge test for air conditioning units. These tests are important because they confirm that the energy saving measures were installed and performed properly and in accordance to the regulations set by the California Energy Commission.
